Open predictions

GET
/api/v2/server/:server_id/predictions

Open predictions for the server's running matches, with each team's staked points, pool share and odds, plus the caller's own wager and point balance. Returns enabled=false when predictions are turned off for the server, so the dashboard can simply hide the section.
